摘 要：北京政府时期，安徽同乡会为维护皖省及皖人利益，进行了颇多活动。在政治参与方面，称颂辛亥革命、维护共和国体，抗争军阀督皖，参与五四运动等，活跃在政坛之中;在经济建设方面，主要是继续保路保矿运動和反对加征赋税，维护皖人经济利益;在社会救助方面，则以救助皖灾和旅外皖人为主。从其社会活动和组织构建中可以看出其已然不同于传统的同乡组织，转型为具有政治性、民主性、程序性的现代团体。

Atypical Pattern of Differential Order： the Mirror Image of the Activities of Anhui Association of Fellow Provincials（1912—1927）

Abstract： During the period of the Beijing government， Anhui Association of Fellow Provincials carried out many activities to protect the interests of Anhui Province and Anhui people. In terms of political participation， it praised the Revolution of 1911， safeguarded the republic， resisted warlords overseeing Anhui， participated in the May Fourth Movement and was active in the political arena; in terms of economic construction， its main contribution was continuing the movement to protect roads and mines and to oppose the levy of taxes to safeguard the economic interests of Anhui people; in terms of social assistance， the main focus was to provide help for Anhui disasters and Anhui people abroad. From its social activities and organizational structure， it can be seen that Anhui Association of Fellow Provincials has already been different from the traditional fellow-town organizations， transforming into a modern organization with political， democratic， and procedural features.

地缘联系长久地存在历史之中，作为朝廷与家庭之间的社会公共组织在传统专制社会中大抵只有宗族、同乡、学社等少数组织是被允许的，而在政治事务中地缘联系的同乡组织亦扮演关键角色，尤其是在政治失序时期。北京政府时期基于同乡组织的地缘联系相比于清代则更为明显。是时，以同乡关系网为基础，杰出政治领袖人物为核心，在其身边集结一批忠诚的智识追随者，组成的政治派系对政府的组成起了作用，而在由共和宪法规定的陌生社会里，政治领袖们越发依赖其派系继续开展政治活动，进而助长了这种地缘联系团体的发展，形成一种非典型的差序格局[1]。在这种差序格局中，安徽和福建的具有同乡关系的团体活动则尤为活跃[2]。……
