摘  要：在全面落实“放管服”的宏观改革背景下，实现大学内部治理现代化，积极推进校院两级管理改革是大學内涵式发展与激发二级学院办学活力的必然选择。但校院两级管理改革过程中存在权责划分与权力清单缺乏充分论证有失权威，制度虚化没有真正落实简政放权，校级调控监管缺位以及学院行政权力超越学术权力的诸多问题。优化校院两级管理必须在以制度理性为导向的权责清单的基础上，围绕立德树人的根本任务展开协同管理，调动大学内部多元主体协同参与才能更好地实现改革效能。

Abstract： Under the background of macro-reform of "delegating power， streamlining administration and optimizing services"， to realize the modernization of internal management of university and to promote the reform of two-level management of university and college is the inevitable choice for the university to develop and stimulate the effectiveness of the second-level college. However， there are still many problems such as unclear division of powers and responsibilities， unconscionable power lists， institutional collapse， absence of university supervision， and administration power overriding academic power in the process of "university-college" management reform. In this regard， there is a need for encouraging university multiple subjects to jointly participate in "university-college" management reform on the basis of institutional rationality-orientated power-responsibility lists.

全面深化改革，推进国家、政府治理体系、治理能力现代化成为新时代的基本的要求与发展趋势。早在2017年，教育部、中央编办、发展改革委、财政部、人力资源社会保障部等五个部门联合印发了《关于深化高等教育领域简政放权放管结合优化服务改革的若干意见》，其中针对高等教育改革发展中的学科专业设置、人才培养、人事管理、科研管理、经费和资产使用管理等方面的主要问题，高校办学自主权需要得到切实保障，进而完善中国特色现代大学制度。同时，我国高等教育面临规模扩充与内部管理复杂的现实困境。在“放管服”的时代背景下，高等教育也需要紧随社会趋势优化内部治理，构建与时俱进的现代大学制度，实现内涵式发展。……
