摘 要：在国家大力实施乡村振兴战略背景下，现代农业发展面临新机遇[1]。但现阶段农业经济发展面临诸多困境，如农业生态环境差、新型农业技术推广难度大、农业产业结构不合理等，严重制约了现代农业经济的快速发展。该文简述了固始县现代农业发展的现状及存在的问题，并针对性地提出了对策建议，包括提升农业产业化发展水平、强化农业科技推广应用、培育壮大新型经营主体、加大资金支持力度等，以期为固始县现代农业高质量发展提供借鉴。

Abstract： Under the background of national implementation of the rural revitalization strategy， the development of modern agriculture faces new opportunities. However， at the present stage， the development of agricultural economy is faced with many difficulties， such as poor agricultural ecological environment， difficulty in the promotion of new agricultural technology， and unreasonable agricultural industrial structure， which seriously restrict the rapid development of modern agricultural economy. This paper briefly described present situation and existing problems of modern agriculture development in Gushi County， and puts forward the countermeasures and suggestions， including enhance the level of agricultural industrialization， enhancing agricultural science and technology popularization and application， foster the subject of growing new business， increase financial support and so on， so as to provide reference for modern agriculture high quality development in Gushi County.

農业是为人类提供所需食物的基础产业，农业发展必须受到重视。一直以来备受关注的“三农问题”首先是农村问题;其次是农业政策问题，农业发展“一靠政策、二靠科技、三靠投入”;再次是农民问题，包括农民素质、农民增收[2]。笔者以河南省信阳市固始县为研究对象，对固始县现代农业发展现状、问题及成因进行了分析，并借助河南省统计年鉴数据，提出了相应的解决对策。

1 固始县现代农业发展现状

1.1 基本情况

1.1.1 总体情况 固始县是河南省直管县，位于河南省信阳市，南靠大别山，北临淮河，处于河南、安徽交界处[3]。南北长94.16km、东西长56.19km，县域总面积2946km2。2018年全县耕地面积156.25hm2。截至2019年，固始县辖3个街道办事处、19个镇、11个乡，共56.88万户，户籍总人口179.16万人，常住人口110.25万人，素有“江南北国、北国江南”的美誉，是名副其实的“鱼米之乡”。……
