摘  要：智慧公安是大数据时代的警务模式，其对公安民警的大数据思维与应用能力提出了新要求。公安院校作为公安教育的主阵地，应该为公安事业发展提供可靠的人才保障与智力支撑。“移动优先”战略下，公安院校教师应勇于接受技术带来的挑战，称为技术的掌握者与使用者。相应的，教师在教学过程中应大力提升自己的“碎片化”教学能力，去粗取精、删繁就简，满足学生及时、便捷掌握知识的需要。

Abstract： Smart public security is a policing model in the era of big data. It puts forward new requirements for the big data thinking and application capabilities of public security police. As the main position of public security education， public security colleges and universities should provide reliable personnel guarantee and intellectual support for the development of public security. In the era of big data， under the "mobile first" strategy， teachers in public security colleges should be brave to accept the challenges brought by technology， known as the masters and users of technology. Correspondingly， during the teaching process， teachers should vigorously improve their "fragmented" teaching ability， go to the point of coarseness， refinement， and deletion， to meet the needs of students to master knowledge in a timely and convenient manner.

当前，公安政法工作的信息化建设已经进入大数据、智能化时代，数据正以惊人的速度成为国家基础性战略资源。德国哲学家黑格尔指出，“理念是任何一门学问的理性。[1]”通常情况下，理念中一般蕴含着某种预期的设想，这就需要理念具备较好的前瞻性与导向性。随着信息技术的迅猛發展，学生获取知识呈现出碎片化、快捷化、及时化等特征。这样，大数据带给我们的不仅仅是便捷，还有不知不觉的落后与手足无措，我们精心准备的教学设计随时可能被学生从大数据货架上捕获。因此，智慧公安背景下公安教学模式和教学策略的运用，宜采用逻辑推理方式，重点关注学生内驱力的培养，通过获取和组织信息来认知及解决问题。基于这一出发点，本文主要探讨大数据时代碎片化教学能力提升问题。
