【摘要】    数字城市建设是城市可持续发展的需要， 是城市政治与经济发展的需要，是贴合群众生活息息相关的重要建设方针，它提供了全新的城市规划、建设和管理的调控手段，辅助有关政策法规的执行， 能够制止猖獗的违规建筑， 并避免制约工程招标和房地产建设中的大量弊端。运营商的数据作为城市建设基础数据的主要数据源它不仅涵盖了人们之间互相通信的信息，还涵盖了人们日常生活中网络信息获取的信息，例如活动轨迹及通信社交轨迹为依托从衣、食、住、行、游、购、娱等，它是人们随身携带的移动信息源，最为贴近反应人们日常生活习惯及行为习惯的信息数据。基于这样一个与人息息相关的信息基础数据，如何能够将通信网络大数据与数字城市融合助力智慧城市建设带来了新的课题和思考。

[Abstract] Digital city construction is the need of urban sustainable development，the need of urban political and economic development，and an important construction policy closely related to peoples life，It provides a new regulatory means for urban planning，construction and management，and assists the implementation of relevant policies and regulations。 It can stop the rampant illegal construction， and avoid a lot of drawbacks in restricting project bidding and real estate construction。As the main data source of the basic data of urban construction， the data of operators not only covers the information of communication between people， but also covers the information obtained from the network information in peoples daily life，such as activity track and communication social track。Relying on clothing、food、 housing、 transportation、travel、shopping、entertainment and so on，it is the mobile information source that people carry with them，which is closest to reflecting peoples life Information data of daily living habits and behavior habits。Based on such a basic information data closely related to people， how to integrate the big data of communication network with the digital city has brought new issues and thinking to help the construction of smart city。

一、背景

1998年1月31日戈爾在加利福尼亚科学中心做的“数字地球——认识21世纪我们这颗星球（The Digital Earth：Understanding our planet in the 21st Century）”这篇讲演中提出的新概念。他所以提出这一新概念，是因为他觉得当前我们迫切需要利用有关地球的各种信息，而大量这样的信息又散落在各处未被充分利用。解决这一矛盾的方法，就是建立数字地球。而数字型智慧城市建设则是数字地球的应用示范之一。

数字型智慧城市是一个庞大的系统工程， 是城市发展和社会信息化的必然趋势， 也是城市发展新的经济增长点。……
