Population aging is a major issue facing human society in the 21st century. China’s aging population scale and the growth rate are among the highest in the world, and the impact of population aging on the economic and social development of China has been widespread at all aspects. Based on the panel data at the provincial level from 1998 to 2018, this paper constructs a moderated mediating effect mode to empirically study the impact of population aging on innovation efficiency of high-tech industries. The results show that the innovation efficiency of high-tech industry increases slightly during the sample period. The aging of the population will hinder the growth of innovation efficiency of high-tech industries by squeezing the government’s R&D investment. The level of economic development will alleviate the negative impact of population aging on innovation efficiency of high-tech industries. In order to cope with the challenges brought by the aging of the population, we should start from many aspects, such as advocating free birth policy, supporting second child birth and supporting high-tech industry, so as to promote the growth of innovation efficiency of high-tech industry.

一、引 言

高技术产业是指以前沿科学和尖端技术为基础、以高强度的研究开发为支撑的知识密集型产业，具有高投入、高风险和高收益等特征。高技术产业是科技创新的重要载体，是国民经济发展的战略性和先导性产业。当前，中国正处于经济从高速增长向高质量发展转型的关键时期，发展高技术产业，对于促进产业结构升级、推动经济高质量增长具有至关重要的作用。一方面，高技术产业代表了未来的产业发展方向，发展高技术产业可以对传统产业起到提升和改造的作用；另一方面，高技术产业的发展能够提高自然资源的利用效率，缓解经济发展中的资源压力，推动中国经济由粗放型发展向集约型发展转型的进程。

相关数据显示，中国高技术产业总产值由1995年的4098亿元增加到2018年的157001亿元，与此同时，高技术产业总产值占GDP的比重则由6.68%上升为17.44%。①数据来源于《中国高技术产业统计年鉴》和《中国统计年鉴》。由此可见，高技术产业在中国国民经济发展中的地位与日俱增，其对经济增长的贡献度正逐渐上升。然而，在高技术产业快速发展的同时，人口老龄化程度也在逐渐加剧。高技术产业发展的核心动力在于技术进步，而人口老龄化与技术进步密切相关。②汪伟、姜振茂：《人口老龄化对技术进步的影响研究综述》，《中国人口科学》2016年第3期。自2000年进入人口老龄化社会以来，中国的老年人口规模和比重均呈逐年上升的趋势，国民经济和社会发展统计公报显示，2019年年末中国65岁及以上的老年人口达1.76亿，占总人口的比重为12.6%，说明中国即将全面进入深度老龄化社会。……
