Innovation-driven development is the basic feature of high-quality economic development. How to solve financing difficulties in the process of innovation is the main fulcrum of financial support for high-quality economic development.However, the strengths of financial support for innovation financing vary with different financial structures. Taking the macro data of 31 provinces and autonomous regions from 2008 to 2017 as samples, we set the financial structure as financing structure and banking structure, quantify the level of high-quality development of the economy through total factor productivity, and evaluate the impact of financial structure on high-quality development of the regional economy with R&D investment as the intermediary variable. The empirical study shows that the mediation effect of banking structure on high-quality economic development through R&D investment is significant, but the mediation effect of financing structure is not significant, and the positive effect of direct financing on increasing R&D investment needs further improvement.

一、引 言

党的十九届五中全会指出“坚持创新在我国现代化建设全局中的核心地位”，创新是引领发展的第一动力，是实现经济高质量发展的动力源泉。创新是系统性工程，需要劳动、信息、知识、技术、管理、资本的协同。在国民经济体系中，虽有大量机动灵活的中小企业，但主导国计民生的是资金需求量大的资本密集型企业，以及具有较高技术创新风险和产品创新风险的创新型企业。因此，有效的金融体系应与企业的创新能力、风险特征与资金需求特征相匹配，既需要为中小企业提供小额短期贷款的中小银行，也需要为大企业提供大额度短期融资的大银行，同时也需要能够有效分散技术创新风险和产品创新风险的资本市场。①林毅夫、孙希芳、姜烨：《经济发展中的最优金融结构理论初探》，《经济研究》2009年第8期。党的十九届五中全会提出“坚持以服务实体经济为方向，对金融体系进行结构性调整”，“大力提高直接融资比重，改革优化政策性金融，完善金融支持创新的政策，发挥资本市场对于推动科技、资本和实体经济高水平循环的枢纽作用”。②刘鹤：《加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局》，《人民日报》2020年11月25日，第6版。人才和资金是创新的两大支柱，充沛的资金能够发挥“筑巢引凤栖”的作用，解决人才短缺的难题，故创新活动高度依赖于金融系统。推动金融供给侧改革、构建与创新驱动相适应的金融结构，是实施“创新驱动发展战略”的当务之急。……
