摘  要：由于未成年人犯罪与成年人犯罪相比，具有心理发育不成熟、行为时自我控制能力差、缺乏社会经验、辨别是非善恶的能力差等特点，使得社区矫正中未成年犯教育的重心应放在思想政治教育方面，若要保证思想政治教育的效果长期有效，则应建立合理的思想政治教育机制。将社区矫正、未成年犯和思想政治教育三者结合，探索适用于社区矫正中未成年犯的思想政治教育机制。从而丰富我国现有的传统社区的功能，为未成年犯的再社会化以及社区矫正的社会化做出贡献。

On the Mechanism of Ideological and Political Education for Minors from the Perspective of Community Correction

in the New Era

Abstract： Compared with adult crime， juvenile delinquency has the characteristics of immature psychological development， poor self-control ability， lack of social experience and poor ability to distinguish right from wrong， so that the focus of juvenile delinquency education in community correction should be on ideological and political education. If we want to ensure the long-term effectiveness of ideological and political education， we should establish a reasonable ideological and political education system to improve the mechanism of political education. Combining community correction， juvenile delinquency and ideological and political education， this paper explores the ideological and political education mechanism suitable for juvenile delinquency in community correction so as to enrich the existing functions of traditional community in China， and make contributions to the re socialization of juvenile offenders and the socialization of community correction.

1  思想政治教育在社區矫正未成年人教育中的特殊性及重要性

1.1 未成年人犯罪的特殊性

未成年人群体是我们这个社会中最饱受争议的一个年龄群体，他们思维最活跃、充满热情，但同时社会上也充斥着关于他们对犯罪的贡献之高、对社会的危害程度如何之大的各种说法。到了20世纪末，未成年人犯罪率飙升的趋势越来越明显、少年暴力犯罪也越来越多地涌上各大媒体。究其原因，未成年人的道德滑坡、家庭生活问题等都被认为是未成年人进行故意伤害、盗窃、吸毒、暴力犯罪等行为的主要原因。这些观点也在某种程度上得到了很多统计数据的支持，特别是近期发生的一些校园欺凌、网络欺凌等不同寻常的现象，使得未成年人犯罪备受关注[1]。……
