摘  要：近几年，我国各地应急事件频繁发生，在应急环境下，冷链物流承担着调运食材、保障人民群众生命安全的重要职责，在我国全面建设常态冷链物流过程中，也要关注冷链应急物流。文章探讨了农产品冷链应急物流的涵义和特点，总结了普遍存在的共性问题，从基础设施、管理能力、冷链技术、信息化、经营主体与人才培养等方面，提出了发展农产品冷链应急物流的对策，研究结果能够为建设冷链应急物流体系提供系统性思路。

Abstract： In recent years， the frequency of emergency events around China has been increasing. In the emergency environment， cold chain logistics undertakes the important responsibility of transporting food materials and ensuring the life safety of the people. In the process of building normal cold chain logistics in an all-round way， we should also pay attention to cold chain emergency logistics. This paper discusses the meaning and characteristics of agricultural cold chain emergency logistics， summarizes the common problems， and puts forward the countermeasures for the development of agricultural cold chain emergency logistics from the aspects of infrastructure， management ability， cold chain technology， informatization， business subject and talent training. The research results can provide systematic ideas for the construction of cold chain emergency logistics system.

农产品冷链应急物流是应急管理与应急物流的重要组成部分，在严重自然灾害、极端天气、突发性公共卫生事件与社会安全事件等应急环境下，农产品冷链物流承担着供应生鲜食材与农副产品运输、保障人民群众生命安全的重要职责。

近几年，我国各地应急事件频繁发生，造成巨大的损失，对农产品冷链的要求越来越高，但是，我国常态化的冷链物流体系较为落后，影响了冷链应急物流的效率，因此，建设常态冷链物流体系过程中，要关注冷链应急物流，在确保常态下的食品安全过程中，融入冷链应急物流建设，构建平急结合长效机制，减少高频应急状态下的过多损失。本文将探讨农产品冷链应急物流的涵义、特点和存在的共性问题，提出相应的发展原则与对策。
