摘  要：民航运输与城市化发展之间存在着相辅相成、相互影响的关系。文章以长三角区域为研究对象，构建机场群与城市化质量的评价指标体系，采用熵值法计算指标权重，利用耦合协调度对江浙沪皖的机场群与城市化质量的耦合协调状况进行分析。结果表明：在长三角一体化的背景下，上海市的民航运输与城镇化质量发展处于优质协调发展阶段，发展状态为城市化发展滞后协调;浙江省与江苏省处于初级协调阶段，发展状态为机场群发展滞后协调;安徽省处于轻度失调阶段，两系统发展水平相对最差。针对以上问题，结合长三角一体化政策，提出建议优化区域协同水平。

Abstract： There is a complementary and mutually influential relationship between civil aviation transportation and urbanization development. This paper takes the Yangtze River Delta region as the research object， constructs the evaluation index system of airport cluster and urbanization quality， uses the entropy value method to calculate the index weights， and analyzes the coupling and coordination status of airport cluster and urbanization quality in Jiangsu， Zhejiang， Shanghai and Anhui using the coupling coordination degree. The results show that in the context of Yangtze River Delta integration， the development of civil aviation transportation and urbanization quality in Shanghai is at the stage of high-quality coordinated development， and the development status is lagging coordination of urbanization development; Zhejiang province and Jiangsu province are at the stage of primary coordination， and the development status is lagging coordination of airport cluster development; Anhui province is at the stage of mild dissonance， and the development level of the two systems is relatively the worst. In view of the above problems， combined with the Yangtze River Delta integration policy， suggestions are made to optimize the level of regional synergy.

1  研究背景及問题提出

在2019年印发的《长江三角洲区域一体化发展规划纲要》（简称《纲要》）中提出，长三角地区将合力打造世界级机场群，编制实施长三角民航协同发展战略规划。而截至2021年，长三角地区共有23个机场，2019年航空旅客吞吐量2.65亿人次，航空货邮吞吐量569万吨。在民航业蓬勃发展的同时，《纲要》中也明确指出了要全面推进人的城镇化，加快以人为核心的综合配套改革，破除制约人全面发展的体制机制障碍，提升人的城镇化水平。长三角作为“一带一路”和长江经济带的重要交汇地区，已经成为全国经济最具活力、开放程度最高、创新能力最强的地区之一，目前已经领先全国步入到城市化的中后期阶段。……
