摘  要：概述了储供基地物资保障能力建设发展现状，在研判当前储供基地职能定位的基础上，对储供基地物资保障能力建设做了综述，包括快速反应能力、指挥控制能力、信息支撑能力、机动保障能力、物流作业能力等，并对下一步储供基地物资保障能力建设研究进行了展望。

Abstract： This paper summarizes the development status of the material support capacity construction of the storage and supply base. Based on the research and judgment of the current functional positioning， it summarizes the material support capacity construction of the storage and supply base， including rapid response capabilities， command and control capabilities， information support capabilities， mobile support capabilities， logistics operations capabilities， and prospects for the next step in the construction of the storage and supply base.

1  研究背景与意义

1.1  研究背景。伴随新时代联勤体制的建立，储供基地这一新质保障力量应运而生。2018年11月，中央军委立足联勤保障部队的转型重塑，着眼战略全局，依托相对集中的多种类型后方仓库，分片设点、连片成网，在各联保中心和陆军下设若干个储供基地，初步形成了战役方向以联勤保障中心为机关、储供基地与战役仓库为实体的联勤保障战略支撑布局。

储供基地作为此轮军队后勤力量调整改革后的新成果，是现代军事物流体系中的一个中心环节和基础支柱，也是新型联勤保障力量体系的节点枢纽和关键骨干[1]。相较于原后方仓库群、联勤分部，储供基地的职能任务、运行机制、抓建模式都呈现出全新特点，具有结构扁平化、部署分散化、编成集约化、标准多样化的特征，担负战略战役物资储备和供应保障，以及机动保障力量抽组任务，并对区域内战役仓库进行技术支援和培训指导，属性更加鲜明突出、职能更加清晰具体。

与此同时，现代战争对联勤精确保障、立体保障、全域保障、多能保障、持续保障能力提出了更高要求。……
