摘  要：航材保障效能评估涉及诸多因素，各因素之间具有明显的随机性以及模糊性特点。针对评估过程中存在的不确定性和模糊性因素，文章结合航材保障工作实际，深入分析影响因素，从军事性、经济性、服务性三个方面构建了航材保障效能评估体系。并引入物元可拓分析方法对保障效能进行评估。最后实例表明此方法可去除无效因素的影响，有效准确地反映了航材保障能力的实际水平。

Abstract： The evaluation of air material guarantee efficiency involves many factors， which have obvious randomness and fuzziness. In view of the uncertainty and dynamic change factors in the evaluation process， this paper combines the actual work of air material security， analyzes the factors of influence in depth， and constructs the evaluation system of air material security effectiveness from three aspects： military， economy and service. And the introduction of meta-expandable analysis methods to assess the effectiveness of protection. Finally， the last example shows that this method can reduce the redundancy of data and accurately reflect the actual level of air material support capability.

航材保障工作是經济活动在军事领域的具体体现，航材保障效能直接关系到作战任务的遂行、作战目标的顺利实现[1]。因此有必要建立与保障特点相适应的评估指标体系和方法，以直观地反应航材保障状况，并坚持以数据为基础，从数据中挖掘本质、发现规律。本文结合保障工作实际，构建航材保障效能评估指标体系，并应用物元可拓分析法将众多不相容的指标进行综合考虑，得到有效的评估结果;可为航空兵部队解决航材保障问题提供借鉴，对推动保障效能的提升具有重要的意义。

1  航材保障效能评估指标体系的构建

航材保障效能评估是用数值或者比率来表示在某一段时间内航材保障所达到的水平，是判断航材保障能力的方法和手段。通过指标的建立，可以使保障过程具体化、规范化和数量化，从而客观地反映保障状况，有助于改进工作，提高航材管理水
