摘  要：林业作为国民经济发展的重要支柱产业，重要性不言而喻。但目前我国林业产业技术落后，效益低下，亟待转型升级。这一过程离不开从供应链这一基础技术和组织层面的变革。文章以林产品供应链为对象，结合林产品特点构建了财务状况、客户服务、林产品质量、内部流程、学习与成长、可持续性6个维度的供应链绩效评价指标体系。在此基础上使用层次分析法和模糊综合评价法对海南橡胶进行实证分析，并基于分析结果提出了改善海南橡胶供应链绩效水平的建设性措施。

Abstract： As an important pillar industry of national economic development， the importance of forestry is self-evident. But at present， the technology of forestry industry in China is backward and the benefit is low. This process is inseparable from the supply chain， the basic technology and organizational level of change. Taking the supply chain of forest products as the object and combining with the characteristics of forest products， this paper constructs a supply chain performance evaluation index system with six dimensions： financial status， customer service， forest product quality， internal process， learning and growth， and sustainability. On this basis， the analytic hierarchy process and fuzzy comprehensive evaluation method are used to make an empirical analysis of Hainan rubber industry group， and based on the analysis results， some constructive measures are put forward to improve the performance level of Hainan rubber supply chain.

我国是林产品制造、消费和出口大国，2020年林业产业产值达8.7万亿元，已俨然成为国民经济发展支柱。2016年《林业发展“十三五”规划》指出要建设林业产业品牌，优化产业结构，培育龙头企业，壮大产业集群，促进产业升级。而林业企业发展和林业产业升级离不开高效的供应链管理。供应链管理不仅能最大限度促进相关企业整体效能发挥，还能进一步优化和完善行业资源配置，是有效提升行业企业竞争力的重要保障[1]。

林产品供应链是供应链在林业领域的延伸，是指在林产品制造和流通过程中涉及的所有原材料提供者、林产品制造者、经销商及消费者等參与者构成的网络体系。与其他产品供应链不同，林产品供应链具有跨省运输、耗时长、效率低下、资源约束的劣势，导致大量额外碳排放、污染环境、浪费资源和成本增加，制约着我国林业产业的发展。……
