摘  要：随着我国石油石化产品市场需求逐渐扩大，对相应企业的物流能力提出了更高的要求。文章依据访谈资料，运用扎根理论提炼石油石化企业物流能力评价指标体系，进一步基于层次分析法和模糊综合评价法对石油石化企业物流能力进行研究。从而为石油石化企业构建物流能力评价体系提供理论依据，并从建立高效的物流管理体系、培养物流专业人才和强化安全管理制度三方面，对石油石化企业物流能力提升提出对策建议。

Abstract： With the gradual expansion of the market demand for petroleum and petrochemical products in China， higher requirements are put forward for the logistics capacity of the corresponding enterprises. Based on the interview data， this paper uses grounded theory to refine the evaluation index system of logistics capability of petroleum and petrochemical enterprises， and further studies the logistics capability of petroleum and petrochemical enterprises based on AHP and fuzzy comprehensive evaluation method. This paper provides a theoretical basis for the construction of logistics capability evaluation system of petroleum and petrochemical enterprises， and puts forward countermeasures and suggestions for the improvement of logistics capability of petroleum and petrochemical enterprises from three aspects： the establishment of efficient logistics management system， the cultivation of logistics professionals and the strengthening of safety management system.

1  研究背景及文献评述

《国务院关于2019年度国有资产管理情况的综合报告》指出，我国企业国有资产主要集中于电力、石油石化等传统行业，其中石油石化行业营收占比位列第一;习总书记也在各地视察时屡次对石油石化生产做出批示，要求加快安全生产风险防控体系建设。然而石油石化行业由于操作人员专业技术要求高[1]、环境风險物质易燃易爆[2]，仍然安全事故频发。临沂“6·5”爆炸、响水“3·21”重大爆炸及天津“8·15”特别重大爆炸等安全事故的发生，给人民群众生命财产安全造成重大损失的同时，更警示着石油石化行业仍存在运输通道不完善、分销中心油库设置不合理等问题。为解决此类问题，有学者提出通过提高石油石化企业物流能力来减少安全事故的发生[3]，但当前研究主要围绕宏观上防范石油石化行业安全事故展开[4]，如何评价及提高石油石化企业物流能力的研究尚欠缺。……
