摘要 亳白芍是亳州道地药材，对亳州中药产业发展有着重大贡献。从理论层面阐述亳白芍产业发展现状，分析亳白芍产业发展存在种植技术落后、产业链条短、专业组织程度低、专业人才匮乏、创新能力不足等问题，提出产业发展的路径选择及亳白芍产业发展的政策建议，对促进亳州地方中药产业经济发展和打造“世界中医药之都”具有积极的贡献。

Abstract Radix Paeoniae Alba，a genuine medicinal material in Bozhou， accounts for much of the development of traditional Chinese medicine industry in Bozhou. By theoretically expounding the industrial development status of Radix Paeoniae Alba and analyzing the problems in the industrial development， such as backward planting technology， short industrial chain， low level of professional organization， lack of professionals and inadequate innovative ability， this paper puts forward the path selection and policy suggestions for the development of Bozhou white peony root industry， so as to promote the economic development of local traditional Chinese medicine industry and the construction of “The Worlds Capital of Traditional Chinese Medicines” in Bozhou.

白芍又名芍药，是大宗名贵地道中药材，亳白芍是驰名中外的安徽4大栽培名药之一。亳州有着中药材种植的传统，“《药典》中以‘亳字打头的道地药材有亳白芍、亳菊花、亳花粉、亳桑皮[1]。经过长期的发展，当地药农具有传统的、丰富的中药材种植、初加工经验，是亳州中药材产业发展的基础”[1]。白芍的药用价值主要为芍药苷、牡丹酚芍药花苷，此外其成分有芍药内酯、苯甲酸脂肪油、挥发油等。据《神农本草经》记载白芍“味苦、性平，具有柔肝止痛、养血调经、敛阴止汗等功效，主治邪气腹痛、利小便，益气”，显然白芍有着明确的药用价值，有着广阔的市场发展潜力[2]。

1 亳白芍产业发展现状分析

1.1 种植规模、产量持续快速增长

亳白芍因市场需求量大，人工种植面积多，收益稳定而成为当地主栽的4种道地药材之首，也是当地中药产业发展中最具核心竞争力的产品。……
