摘要 重庆市全面深化农业农村改革，建立了38个农村“三变”改革试点村，将“三变”改革试点作为深入推进集体产权制度改革，深化乡村振兴体制机制改革，激发丘陵山区农业农村内生发展动力的根本。从重庆市南岸区城郊乡村旅游示范村“三变”改革试点的主要做法、取得的成效、存在的问题等方面着手，对双龙村推进农村“三变”改革的路径进行深入研究，并提出对策建议，为同类型农村“三变”改革提供参考。

Abstract Chongqing has comprehensively deepened the reform of agriculture and countryside， established 38 pilot villages of “three changes” reform in rural areas. The pilot villages of “three changes” reform have been taken as the basis for deepening the reform of collective property rights system， deepening the reform of system and mechanism of rural revitalization， and stimulating the endogenous development power of agriculture and countryside in hilly and mountainous areas.This paper makes an indepth study of the ways to promote the rural “three changes” reform in Shuanglong Village， Nanan District， from the aspects of the main practices， achievements and existing problems of the “three changes” reform pilot project， and puts forward relevant suggestions to provide a reference for comprehensively deepening the rural “three changes” reform.

党的十九大报告首次明确提出实施乡村振兴战略，提出深化农村集体产权制度改革，保障农民财产权益，壮大集体经济。这是未来促进我国农业农村现代化的总战略，也是未来我国“三农”工作的总抓手。而要真正做到乡村振兴，必须以改革创新的勇气，清除阻碍农业农村发展的各种障碍，激发农村各类要素的潜能和各类主体的活力，不断为农业农村发展注入新动能。农村“三变”改革作为探索农村集体经济新的实现形式和运行机制，是强化乡村振兴制度性供给的重要举措。当前，农村改革遇到发展瓶颈，其根本原因就是农村产权不清、市场流转不畅，农民难以从其资源中获得收益[1]。推进“三变”改革（资源变……
