摘 要：低丘缓坡土地资源自身具有复杂性和特殊性，这就使得在进行宜耕性和宜建性分析时，评价体系不够完善。针对这些问题，本文在建立全面、完备的评价指标体系的基础上，从宜耕性及宜建性两个方面进行适宜性评价，为低丘缓坡土地资源的开发布局、开发时序以及开发重点提供更为科学的理论指导。

Abstract： The land resources of low hills and gentle slopes have their own complexity and particularity， which makes the evaluation of the suitability for cultivation and construction is mostly one-sided， and the evaluation system is not perfect. To solve these problems， based on the establishment of a comprehensive and complete evaluation index system， this paper evaluated the suitability from two aspects of suitability for cultivation and suitability for construction， so as to provide more scientific theoretical guidance for the development layout， development sequence and development focus of low hill and gentle slope land resources.

我国西北地区山地资源丰富，若能更好地对低丘缓坡土地资源进行挖掘利用，则可以有效缓解我国现阶段用地紧张的情况。但是，由于低丘缓坡资源较脆弱，导致对其进行开发的难度较大。在进行低丘缓坡开发利用时，既要积极推进，又要谨防其产生的负的外部性，以免造成不良后果。低丘缓坡土地资源开发利用主要包括建设用地开发、耕地复垦开发、农用地开发三大部分[1]。然而，各种开发利用活动不可避免地会对低丘缓坡资源带来一定的影响，因此，如何对低丘缓坡土地资源进行合理有效的开发，在土地资源开发和生态环境保护之间寻找到一个契合点，是土地资源开发过程中需要解决的主要问题。

1 宜耕性和宜建性评价理论分析

1.1 宜耕性评价理论

宜耕性主要是指研究区内的土地资源长期作为耕地的使用属性保持不变，且不会对区域内的其他资源带来不良影响。宜耕性评价是对区域的耕地资源是否适合作为耕地使用及适宜程度的评定[2]。……
