【摘要】当前我国经济社会发展与环境保护取得可喜成就，如何培养适应新时期环境保护要求的高级专门人才，已经成为当前环境高等教育的重大课题。论文从环境规划与管理的特点和我国传统教学方式存在问题出发，针对新时期生态文明建设对环境规划与管理人才的知识和能力要求，从教学内容、教学模式、教学方式与教学手段等方面探讨了环境规划与管理的课程体系的建设。研究分析表明，环境规划与管理课程内容应模块化设计，教学时不仅应重视理论与实践的充分结合，还采用互动式教学以及对抗式案例教学等模式方法，以适应新时期对环境规划与管理人才的需要。

【Abstract】At present， Chinas economic and social development and environmental protection has achieved gratifying achievements， training a large number of all⁃round development of practical innovative talents has become an urgent problem to be solved. Based on the characteristics of environmental planning and management and the problems of traditional teaching methods in China， this paper discusses the construction of the curriculum system of environmental planning and management from the aspects of teaching content， teaching mode， teaching methods and methods， combining with the demand of talents for environmental planning and management in the new economic and social development.The research shows that the teaching of environmental planning and management should not only fully combine theory with practice， but also adopt the mode of interactive teaching and adversarial case teaching to realize the key cultivation of practical and innovative talents.

近年来我国生态环境质量取得可喜成绩，环境保护领域捷报频传。一方面反映出我国生态环境保护体系日益完善，自然生态保护和环境污染治理成效显著;另一方面也体现我国经济社会发展的绿色成效，经济发展与环境保护的矛盾日益缓解，逐步走上可持续发展之路[1]。党的十八大以来，我国生态文明写入党章，构建了“五位一体”总体战略布局，制定了一系列生态文明建设和生态环境保护的政策法规，颁布了史上最严的环境保护法、进行了生态环境保护职能的机构调整、实施了环保督察和污染防治攻坚行动计划，“绿水青山就是金山银山”“尊重自然、顺应自然、保护自然”“山水林田湖草沙生命共同体”等全新理念深入人心，生态环境质量明显改善，人民群众的获得感、幸福感明显增强。……
