摘要：泰国是发展中国家人口老龄化速度最快的国家之一。目前，泰国已经进入“老龄社会”。“老龄社会”面临的最大难题就是解决老龄群体的养老保障问题。泰国的养老保障制度建设起步较晚，在过去20多年间，政府不断加大养老制度建设力度，使之逐步趋于完善，但目前仍存在诸多亟待解决的问题。本文将對泰国的“老龄社会”发展情况和养老制度进行解读，并加以评析。

Aging Society and Pension System in Thailand

Abstract： Thailand is one of the countries with the fastest aging rate in developing countries. At present， Thailand has entered an aging society， the biggest problem of which is to guarantee the old-age pension system for the aging group. The fact is that the system started late in Thailand， but the government has been increasing the efforts to build it for more than 20 years， so that it has gradually become better and better although there are still many problems. This paper interprets the severity of aging and the old-age pension system in Thailand with comments.

当前，老龄化已成为世界性问题，各国应对老龄化问题也越来越迫在眉睫。泰国是发展中国家人口老龄化问题最为严重的国家之一，制定有效、完善和可持续的养老制度就更为迫切。在过去20多年里，泰国政府不断出台各种形式的养老基金和项目，在养老制度建设方面有了长足的发展。本文将在考察泰国人口老龄化问题的基础上，全面梳理其养老制度，并对这一制度的利弊加以评析。

一、泰国人口老龄化问题日益严重

（一）人口老龄化加速

根据联合国传统标准，如果一个国家60岁及以上人数占到总人口的10%，就意味着其进入了“老龄化社会”（Aging Society ）;如果这组人口达到总人口的20%，就标志着其进入了“老龄社会”（Aged Society）。2020年9月，泰国政府副发言人拉差达·他纳缇叻（Rachada Dhnadirek）说，2021年，泰国60岁及以上人口将占到总人口的20%;预计到2031年，泰国将进入“超老龄社会”（Super-aged Society），这一比例将达到28%①。

实际上，从2005年起，泰国已经进入“老龄化社会”，到2015年，老龄人口已占总人口的16%。……
