摘  要：随着国家碳达峰、碳中和目标的制定及构建以新能源为主体的新型电力系统及新型电力系统目标的提出，未来分布式能源将成为能源供应的主体。因此未来分布式能源也将成为电力市场中交易的主体，由于分布式能源负荷特性和传统能源存在较大差异，原有的电力市场交易机制难以适用。文章首先分析了我国分布式能源的现状，接着对国内外分布式能源参与电力市场现状进行分析，最后针对我国分布式能源参与电力市场进行展望并提出了相应的建议。

Abstract： With the formulation of national carbon peak and carbon neutralization goals and the proposal of building a new power system with new energy as the main body and the goal of new power system， distributed energy will become the main body of energy supply in the future. Therefore， in the future， distributed energy will also become the main body of transactions in the power market. Due to the large difference between the load characteristics of distributed energy and that of the traditional energy， the original electricity market transaction mechanism is difficult to apply. This article first analyzes the current situation of distributed energy in my country， then analyzes the current status of domestic and foreign distributed energy participating in the power market， and finally looks forward to the distributed energy participating in the power market in my country and puts forward corresponding suggestions.

0  引  言

近年來，由于化石能源消耗量巨大且逐年大幅提升，导致全球环境恶化，温室效应明显，极端天气增多。且近一年来，天然气、煤炭等能源价格持续快速上涨，全球范围内的能源危机有愈演愈烈之势。因此调整当前能源结构，发展绿色清洁能源是各国家当前可持续发展的必由之路。

同时国内为促进能源转型，2020年9月22日中国提出了双碳目标，2021年3月15日又提出了构建以新能源为主体的新型电力系统。

根据各种政策导向及未来能源清洁发展方向可知未来分布式能源将迎来逐步的增长，并在未来可能成为主要能源。而光伏、风机等类型的分布式能源由于出力的不确定性，造成了该类分布式能源的消纳成了一个难题，而随着电力市场对分布式能源的准入，对分布式能源的消纳提供一条良好的路径。……
