【摘  要】建设学习型党组织是建设马克思主义学习型政党的基础工程。在观察探索学习型党组织建设的进程中，发现目前普遍存在着党员学习观念模糊、学习效果难以测量等严重阻碍学习型党组织建设进程的问题。论文从问题入手，从学习型组织理论的“五项修炼”出发提出解决问题的措施。

【Abstract】The construction of learning-type Party organization is the basic project of building Marxist learning-type Party. In the process of observing and exploring the construction of the learning-type Party organization， it is found that there are some problems that seriously hinder the construction of the learning-type Party organization， such as the fuzzy learning concept of the Party members and the difficulty in measuring the learning effect. The paper starts with the problem and puts forward the measures to solve the problem from the "five disciplines" of the theory of learning-type organization.

1 对学习型党组织的认识

1.1 学习型党组织建设的背景与意义

习近平总书记在党的十九大报告中指出：“要增强学习本领，在全党营造善于学习、勇于实践的浓厚氛围，建设马克思主义学习型政党，推动建设学习大国。”[1]高度强调增强学习本领是全面增强党的执政本领的重要方面。建设学习型党组织是建设马克思主义學习型政党的基础工程，是我们党在新形势下提高党的领导和执政水平、保持党的先进性的必然要求。

学习是个体增加才干、积累知识的重要途径，也是一个民族、一个国家继承和创新的重要方法，也是一个政党永葆活力、应对挑战的必然要求。因此，建设学习型党组织是中国共产党始终走在时代前列、引领中国发展进步的重要基础，是中国共产党领导人民全面建成小康社会、开创中国特色社会主义事业新局面的必然要求。

1.2 学习型党组织建设的相关理论

1.2.1 建设学习型政党必须以中国特色社会主义理论为指导

建党近百年来，中国共产党始终继承和发展马克思主义，将马克思主义与中国社会主义现代化建设和改革开放的具体实践相结合，形成了毛泽东思想和中国特色社会主义理论体系。……
