摘要：目的：为了更好地掌握新医改实施以来公立医院各项价格改革措施的到位情况，推进药品和医疗服务价格改革和价格行为。方法：依据国家卫生健康委员会（简称：卫健委）的接口规范，在WebService网络技术基础上，借助SSL协议实现远程接入的VPN技术，设计国家药品和医疗服务价格监测接口系统。结果：国家药品和医疗服务价格监测信息系统接口上线后，大大提高了公立医院改革过程中价格监测的透明性和实时性，同时也显著提升了操作人员的工作效率。结论：国家药品和医疗服务价格监测信息系统接口的应用，掌握了公立医院改革过程中医疗服务、药品、医用耗材的价格变动、机构收支与患者费用变化，评估相关价格改革规范的执行情况与效果，为医疗服务和药品价格改革提供科学决策依据和有力技术支撑。

Abstract： Objective： In order to better grasp the situation of the price reform measures in public hospitals since the implementation of the new health care reform， promote price reform and price behavior of drugs and medical services. Method： According to the interface specification of National Health Commission （hereinafter referred to as health commission）， based on WebService network technology and VPN Technology of remote access with SSL protocol， the national drug and medical service price monitoring interface system is designed. Result： After the national drug and medical service price monitoring information system interface was launched， it greatly improved the transparency and real-time of price monitoring in the process of public hospital reform， and also significantly improved the work efficiency of operators. Conclusion： The application of the interface of national drug and medical service price monitoring information system can grasp the price changes of medical services， drugs， medical consumables， institutional income and expenditure and patient costs in the process of public hospital reform， and evaluate the implementation and effect of relevant price reform specifications， so as to provide scientific decision-making basis and strong technical support for medical services and drug price reform.

1 前言

《国务院办公厅关于全面推开县级公立医院综合改革的实施意见》[1]（国办发〔2015〕33号）以及《国务院办公厅关于城市公立医院综合改革试点的指导意见》[2]（国办发〔2015〕38号）明确提出，破除以药补医机制、理顺医疗服务价格、落实政府投入责任，按照“总量控制、结构调整、有升有降、逐步到位”的原则，合理调整医疗服务价格，降低大型医用设备检查治疗、检验价格，合理调整提升体现医务人员技术劳务价值的医疗服务价格。国家发改委等4部门《关于印发推进医疗服务价格改革意见的通知》[3]（发改价格〔2016〕1431号）要求积极稳妥推进医疗服务价格改革。……
