【摘  要】新市场环境下，我国经济步入了高质量发展阶段。各种新理念、新技术的涌现，对烟草企业的转型升级带来了机遇与挑战，同时也对企业整体运营势态提出了更高的要求。要想在这样的环境当中得以可持续发展，烟草企业应进一步落实业财融合，持续完善内控结构。论文从实施业财融合的现实价值着手，分析了其现存问题，并重点从多个方面讨论了有效的实施路径，以供参考。

【Abstract】Under the new market environment， China's economy has stepped into the stage of high-quality development. The emergence of various new ideas and technologies has brought opportunities and challenges to the transformation and upgrading of tobacco enterprises， and at the same time has put forward higher requirements for the overall operation status of tobacco enterprises. In order to achieve sustainable development in such an environment， tobacco enterprises should further implement the integration of industry and finance， and continuously improve the internal control structure. This paper analyzes the existing problems from the practical value of the integration of industry and finance， and discusses the effective implementation path from many aspects， for reference.

1 引言

一直以来，国有企业都是国有经济的命脉，近几年整个市场经济环境发生变动，国有烟草企业运营发展面临的压力越来越大，其财务管理模式过于守旧，难以实现合理的成本控制，各项经济活动的开展也受到限制。为了走出这一困境，新形势下国有烟草企业应当结合市场行情以及自身特点，积极实施业财融合，融入新理念、新技术，加快财务转型，继而迈向新的发展之路。

2 烟草企业实施业财融合的现实价值

在我国，烟草行业具有一定的特殊性，其所涵盖的领域较为广泛，现如今整个行业发展相对稳健。但在企业运营时，内部管理仍旧存在一定风险，最为突出的问题就是各部门独立性强，难以形成协调统一的整体，导致风险难把控，使得经济活动有序开展受限。而实施业财融合，可逐渐消除部门间存在的壁垒，财务人员可第一时间获得全面且准确的信息，展开财务分析，将分析结果传递下去，再让业务部门根据这一结果进行合理的成本控制[1]。……
