摘要水利是国民经济的基础产业，水利创新人才是推动水利事业发展的基石。本文立足于水利行业发展的长远性、全局性和战略性要求，运用协同创新理念，依托汇聚水利行业的优秀人才、科研和学科等创新资源，与大型骨干企业、流域委员会、高校、科研院所深度合作的水利协同创新中心平台，探索建立“寓教于研”的水利创新人才培养模式，培育水利创新人才，服务水利事业可持续发展。

Research of Water Resources Innovative Talents Training Model under the Background of "Collaborative Innovation"

AbstractWater conservancy is the basic industry of the national economy， and water conservancy innovation is the cornerstone that promotes the development of water contributions. This article is based on the long-term， global and strategic requirements of the development of the water conservancy industry. It uses collaborative innovation concepts， relying on the outstanding talents， scientific research and disciplines of the Water Conservancy industry， and the large backbone enterprises， basis committees， universities， and research institutes. Deeply cooperation water conservancy cooperation innovation center platform，exploring the cultivation model of water conservancy innovation in the establishment of "education in research"， cultivating water conservancy innovation talents， serving water conservancy industry sustainable development.

習近平总书记2014年6月在中国科学院与中国工程院两院院士大会开幕式上发表了重要讲话，明确提出创新是民族进步之魂，在综合国力竞争中创新战略竞争的位置日益重要，如果要在科技创新方面走在世界前列，必须在创新实践中发现人才、在创新活动中培育人才、在创新事业中凝聚人才。习近平指出，创新是引领发展的第一动力，抓创新就是抓发展，谋创新就是谋未来，创新驱动实质上是人才驱动。此外，无论是文化创新、制度创新，还是科技创新，都必须全面贯彻“协同创新”理念。

为顺应国家科技创新需求，高校通过体制机制创新与政策项目引导，同科研机构、企业开展深度合作，促进资源共享，建立协同创新战略联盟，联合开展重大科研项目攻关，在关键领域取得实质性成果。“协同创新中心”的建立是为了提升学校创新能力，集聚和培养科技创新人才，充分发挥高等教育作为科技第一生产力和人才第一资源重要、独特作用，推动国家创新体系建设。……
