摘要城乡一体化战略发展的持续推进带动了城乡义务教育一体化的建设与完善。而对于教育系统而言，教育资源的不平衡教育力量的不均等既影响了城乡一体化的建设质量同时也影响了教育的健康发展。本文主要探究了县域城乡教育一体化教师流动现状，通过当下教师流动问题的探究，提出解决城乡教师不均衡流动的具体策略。

The Practical Problems and Countermeasures of the Flow of Teachers in the Integration of Urban and Rural Education at County Level

AbstractThe sustainable development of urban-rural integration strategy promotes the construction and improvement of urban-rural compulsory education integration. For the education system， the imbalance of educational resources and the inequality ofeducational powernotonlyaffectthequality ofurban-rural integration， butalsoaffectthe healthydevelopment ofeducation.Thispapermainlyexploresthecurrentsituationofteachers’flowin theintegrationofurbanandruraleducation in the county， and puts forward specific strategies to solve the imbalance of teachers’ flow in urban and rural areas.

1城鄉一体化建设背景下教师流动现状及存在问题

对当前城乡一体化建设背景下的教师流动进行现状分析与原因探究之前，首先要对相关概念进行界定。本次研究所涉及的教师流动主要指的是在当前教育一体化构建背景下，城市与乡村学校之间存在的师资资源的流动问题。当前虽然以政府部门为指导，教育部门开展实施的方式组织了教育事业编制内教师的轮岗任教活动，但该种政策的构建在推动了城乡之间的教育平等化发展的同时，实际的建设背景下仍然存在着师资资源局限在城市地区的实际问题。

分析当前教师流动现状可以发现，虽然当下在城乡教育一体化构建背景下教师实现了城市与农村地区之间的流动，但目前所采取的教师流动模式上存在着一定的差异，既有着刚性流动的强制性流动模式同时也有着柔性的政府干预的流动模式。

首先从刚性流动模式进行分析，该种模式主要是在政府单位领导下，以制定政策的形式，强制性的要求教师在城市与农村之间进行流动，以县城骨干教师进入乡村开展教育活动的方式促进城乡教育资源的平等与均衡。……
