摘要民生福祉达到新水平是国家“十四五”规划要点之一，也是习近平新时代中国特色社会主义思想的具体体现。生物医学工程学科服务于人民大健康事业，学科的发展对提高人民福祉具有重要的影响。科研团队和教学团队是生物医学工程科研发展和人才培养的两驾马车，它们之间的融合建设对学科的高质量发展具有举足轻重的作用。本文讨论了当前生物医学工程学科科研团队和教学团队建设中存在的问题，研究了科研团队和教学团队融合建设的必要性、举措和制度保障，期望对新时代生物医学工程科研团队与教学团队的融合建设能起到一点抛砖引玉的作用。

AbstractTo reach a new level of well-being is one of the main points of the 14th Five-Year Plan and the concrete embodiment of Xi Jinping’s socialist thought with Chinese characteristics in the new era. The biomedical engineering discipline serves the people’s great health cause， and the development of the discipline has an important impact on improving the people’s well-being.Scientific research team and teaching team are two carriages of biomedical engineering scientific research development and talent training. The integration of them plays an important role in the development of high quality discipline. This paper discusses the problems existing in the construction of scientific research team and teaching team in biomedical engineering， studies the necessity， measures and system guarantee of the integration construction of scientific research team and teaching team， and hopes to play a role in the integration construction of biomedical engineering research team and teaching team in the new era.

人類发展的根本目的是获得快乐，而获得快乐的最重要的条件就是健康，只有在保证健康的条件下，人们所做的一切事情才是最有意义的。民生福祉达到新水平是国家“十四五”规划要点之一，也是习近平新时代中国特色社会主义思想的具体体现。[1-2]民生福祉实现的根本特征首要是人民健康，2016年10月国务院发布了《“健康中国2030”规划纲要》，2019年以来广西实施了《关于加快大健康产业发展的若干意见》《推进“四个一百”大健康产业培育工程实施方案（2019-2021年）》等系列文件，国家和地方从政策上给人民健康事业做出了具体规划。

生物医学工程学科直接服务于人民大健康事业，学科的发展对提高人民福祉具有重要的促进作用。……
