摘要本文分析了近年来制约地方院校研究生科研创新能力提升的因素，并基于河南省某高校客观实际，针对研究生科研创新能力，对研究生培养环节把控、研究生导师组、优秀学位论文培育方面所建立的制度进行了分析，强调了制度的完善和落实。并提出要进一步完善研究生奖励和激励机制，建立高质量的研究生创新能力培养平台，以此提升地方院校研究生科研创新能力。

System and Mechanism Exploration for Elevating Scientific Research Innovation of Graduate Student in Local Colleges and Universities

——A case study of a university in Henan Province

AbstractThis paper analyzed the limiting factors of research and innovation ability of postgraduate students in local colleges and universities in recent years. Based on the objective reality of a university in Henan province， take into accounts the scientific research innovation ability of postgraduate students， the systems and mechanisms about control of training process， tutor group of postgraduate students， cultivating excellent degree thesis were researched， and pointing the emphasis on the improving and implementing the system. And this paper put forward to further improve the postgraduate students reward and incentive mechanism，and establish a high quality postgraduate students innovation ability training platform， based on which the scientific research innovation ability of postgraduate students in local colleges and universities had been upgraded.

随著我国经济社会由高速度发展向高质量发展转变，自主创新能力愈发显得更为重要，而这主要的在于人才尤其是创新型人才的培养。[1]近年来，研究生培养规模逐步扩大，研究生教育成为培养高素质、创新型人才的最重要途径，是经济、社会高质量发展的主要驱动力。教育管理部门对此也陆续出台了《关于加强学位与研究生教育质量保证和监督体系建设的意见》《关于加快新时代研究生教育改革发展的意见》等系列文件，采取了多种举措，不断健全研究生培养管理体系，促进各高校和研究院所规范管理，在研究生培养规模不断增大的同时保证研究生培养质量稳步提升。总体上看，各培养单位质量保证和监督体系不断完善，培养机制、质量监督保障制度建设取得了很大进展。但因为国家重点大学和普通地方院校办学定位的不同，各培养单位在培养方面的管理体制和制度不尽相同，在研究生科研创新能力激励方面的措施有异。……
