摘要公共事务人才治理能力直接影响着国家治理能力现代化水平。新时代对公共事务人才的价值观念、思维方式、工作能力构成新挑战。基于扎根理论探寻卓越公共事务人才核心素养构成，卓越公共事务人才的核心素养模型主要包括价值层面、岗位层面、方法层面、本体层面四个维度，共有政治素养、人文素养、领导管理素养、政策法律素养、信息素养、自我发展素养、健康素养、语言素养、创新素养、财经素养10个核心素养指标，为公共事务人才培养提供了基本框架，促进卓越公共事务人才核心素养发展。

The Construction of Core Literacy Model for Outstanding Public Affairs Talents

——Based on Grounded Theory

AbstractThe governance ability of public affairs talents has a direct impact on the modernization level of national governanceability.Theneweraposesanewchallengetothevalues，thinkingmode andworkingabilityofpublicaffairs talents. Based on the grounded theory， the core literacy framework of outstanding public affairs talents is extracted on the relevant literature about the competence characteristics of civil servants，mainly including political literacy， humanistic literacy，leadership and management literacy，policy and legal literacy，information literacy，selfdevelopment literacy， health literacy， language literacy， innovation literacy， and financial literacy at the value level， job level， method level， and ontology level， which basically constitute the main content of my country’s outstanding public affairs talents and provide a basic framework for public affairs talent training， and promote the development of core quality of outstanding public affairs talents.

人类社会逐步走进高度复杂性和高度不确定性状态，公共事务人才作为我国政府管理重要实施者，必须具备面向未来和未知的素养。公共管理教育自1986年恢复重建以来，实现了跨越式发展和在规模上的爆炸式增长，但公共管理教育质量与国家社会需求相去甚远的现象依然存在，公共管理教育缺乏核心知识专长、学科的合法性问题[1]依然没有得到根本解决，卓越公共事务人才依然是社会的稀缺资源。如何开展卓越公共事务人才培养需要认真思考。“核心素养”研究作为对“培养什么样的人”的新探索成为近几年我国教育研究领域的显学。OECD 2005年发布的《素养的界定与遴选》报告，认为“核心素养”是应对和解决复杂的问题、应对不确定的现实生活情境的综合品质。……
