摘要本文对湖南省公办高职院校混合所有制二级学院办学现状和问题进行分析，发现公办高职院校混合所有制二级学院建设存在合法性、合规性、合理性等三个方面的问题，并从合作模式、政府作用、学校作用、回报方式等四个方面提出了相应的对策。

Discussion on the Status Quo， Problems of Construction and Countermeasures of Secondary-class CollegewithMixedOwnershipinState-ownedHigherVocational Colleges in Hunan Province

AbstractThis article analyzes the current situation and problems of mixed ownership secondary colleges in Stateowned higher vocational colleges in Hunan Province. It is found that there are three problems in the construction of mixed-ownership secondary colleges in public higher vocational colleges： legitimacy， compliance， and rationality. And put forward corresponding countermeasures from four aspects： cooperation mode， government role， school role， and return method.

十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》明确提出“积极发展混合所有制经济”。随后，国家以及湖南省颁布的《关于深化产教融合的若干意见》《职业教育提质培优行动计划（2020-2023年）》《湖南省职业教育改革实施方案》等一系列文件，明确鼓励高职院校“开展混合所有制、股份制办学改革试点”。在这些政策背景下，湖南省各高职院校积极开展了混合所有制二级学院的探索和建设。

1湖南省公办高职院校混合所有制二级学院办学现状

笔者通过实地调研、访谈，以及对高职院校质量年报、知网论文和相关媒体报道进行查询分析，获得以下数据。到2020年底，湖南省内有湖南环境生物职院、湖南高速铁路职院等21所公办高职院校进行了混合所有制二级学院的探索。这些院校开展探索的途径可以初步划分为与教育投资（培训）机构合作共建二级学院、“泛混合所有制”二级学院、“初级混合所有制”二级学院三种类型。

1.1与教育投资（培训）机构合作，共建二级学院

这种类型的学校有11所，均为学校与两家教育培训机构合作，建立厚溥学院和华为信息与网络技术（ITC）学院。……
