【摘  要】财务评价与风险分析是工程项目投资决策管理的关键内容，其能从经济层面确保项目投资决策的科学性、可行性。论文在阐述工程项目投资决策财务评价特征及内容的基础上，就投资决策的风险表现形式和诱因展开分析，并指出提升工程项目投资决策阶段财务评价与风险防范质量的策略，期望能将工程项目投资决策工作落到实处，为工程项目高质量建设提供保障。

【Abstract】Financial evaluation and risk analysis are the key contents of project investment decision management， which can ensure the scientificity and feasibility of project investment decision from the economic level. On the basis of describing the characteristics and contents of financial evaluation of investment decision of engineering projects， this paper analyzes the forms of risk expression and incentive of investment decision， and points out the strategies to improve the quality of financial evaluation and risk prevention in the stage of investment decision of engineering projects. It is expected that the investment decision of engineering projects can be put into practice to guarantee the high quality construction of engineering projects.

1 引言

项目投资在促进国民经济发展中起到至关重要的作用，市场经济下，工程项目投资的规模不断扩大，这对项目决策工作的开展带来较大难度。科学开展财务评价和风险管理，能为项目投资决策阶段工作的开展提供具有参考价值的信息，从而降低投资决策的失误率。

2 工程项目投资决策财务评价特征及内容

2.1 项目投资决策阶段财务评价的特征

财务评价是工程项目投资决策中需要考虑的基本内容，其对于项目资源配置、成本支出和效益控制具有深刻影响。从项目投资决策过程来看，主体单一性是财务评价工作的首要特征。工程项目投资建设中，内部财务评价对工程项目投资决策起关键作用，内部财务评价的主体和目的发生变化时，最终的分析结果也有一定的差异。目前，工程项目财务评价多由专门的财务机构完成，这使得项目投资决策阶段的分析主体出现了单一性特征。……
