【摘  要】统战部门的一项重要的工作内容就是服务民营企业的发展，在“双循环”新发展格局下，统战部门应发挥其在经济建设中的独特优势，助推中小企业科技创新发展。论文通过发挥统战的广泛联系优势对不同行业、不同规模、不同发展速度的中小企业开展调查研究，了解中小企业在科技创新发展中面临的困境，结合困境发挥统战工作优势，为中小企业科技创新发展助力献策。

【Abstract】An important work content of the united front department is to serve the development of private enterprises. Under the new development pattern of "double circulation"， the united front department should give full play to its unique advantages in economic construction and boost the scientific and technological innovation development of small and medium-sized enterprises. This paper investigates and studies small and medium-sized enterprises in different industries， different scales and different development rates by giving full play to the advantages of the united front， so as to understand the difficulties faced by small and medium-sized enterprises in the development of scientific and technological innovation， and give full play to the advantages of the united front in combination with the difficulties， so as to contribute to the development of scientific and technological innovation of small and medium-sized enterprises.

1 引言

聚焦“双循环”，中小企业迎来高速发展机遇的同时，也面临着明显的科技创新困境，统战部门要发挥统战优势力量解决中小企业科技创新面临的实际困难，激发中小企业科技创新活力，促使中小企业抓住机遇转型升级。

2 “双循环”新发展格局下中小企业科技创新现状

受疫情的影响，传统产业需要加速转型升级，打造新的业态模式，而“双循环”新发展格局战略目标的提出，为中小企业加快科技发展、实现高质量转型升级带来了新的机遇和挑战，科技创新是企业转型升级的新动能，中小企业只有将科技创新作为转型升级的核心路径，才能抓住机遇向全球产业链与价值链中高端攀升、实现高质量发展。

面临激烈的市场竞争，科技创新能够提高企业的核心竞争力，这也促使中小企业更加重视技术创新和产品创新，不断提高自我创新能力。但是……
