摘要：基层政府应急管理建设是应急管理体系中至关重要的一环。本文通过文献研究法，深度分析目前基层政府在应急管理上的现状，并发现其中的问题与不足之处，提出具有现实意义的对策与建议，认为通过提高监测预警能力、应急响应能力、社会动员能力等，从而实现风险评估、资源统筹、多元主体协同救援，进而能在一定程度上提高基层政府应急管理能力，减轻政府压力，有效保障社会成员生命和财产安全。

Research on the Improvement of Emergency Management Ability of Grass-Roots Government

Abstract： The construction of grass-roots government emergency management is a crucial link in the emergency management system. Through literature research， this paper deeply analyzes the current situation of grass-roots government in emergency management， finds out the problems and deficiencies， and puts forward practical countermeasures and suggestions. It is considered that risk assessment， resource planning and multi-agent collaborative rescue can be realized by improving the monitoring and early warning ability， emergency response ability and social mobilization ability， and then it can improve the emergency management ability of grass-roots government to a certain extent， reduce the pressure of the government， and effectively protect the life and property safety of social members.

1引言

信息技術革命和全球化的快速发展给社会带来了诸多机遇与挑战。不确定因素的增多，特别是各种新兴技术被广泛运用在各领域，利益分配方式和社会结构等也发生着巨大变化，这些都直接或间接导致社会突发事件不断增加。种类不断增加、扩散速度逐渐加快、影响范围不断扩大，危害程度不断加深的各类突发事件和已产生或即将产生的危机交织在一起，让许多原可以单线处理的突发事件变得更加复杂，导致人民生命财产出现重大损失，甚至会危害到国家安全和社会稳定。现如今面对种类繁多的突发事件，在没有完备的应急管理体系前提下，政府机构很难做到妥善处置伴随突发事件产生的一系列问题。

突发事件是一个渐进的演变过程，基层政府需要在过程中采取合理有效的应急措施，这就需要具备较强的应急管理过程意识，将危机预发展形势及时控制，使危害能以最小的代价被扼杀于萌芽。……
