摘要 非物质文化遗产是实现民族地区精准脱贫的宝贵资源。喀什地区的塔县在合理利用非遗资源的同时，形成了“非遗+旅游”“非遗+生产”“非遗+演出”3种开发模式，有效促进了非遗保护与资源开发。新时代下塔县要重视非遗传承人的能力、挖掘非遗的文化资本价值、多方合力推进非遗精准扶贫，更好地巩固脱贫质量，防止返贫的问题的发生。

Practice Model of Accurate Poverty Alleviation in Ethnic Minority Areas Served by Intangible Cultural Heritage—Taking Tajik Autonomous County of Taxkorgan in Kashgar as an Example

Abstract As the unique cultural essence of ethnic minorities， non-legacy works are valuable resources to achieve accurate poverty alleviation. While making rational use of the intangible cultural heritage resources， Taxian County in Kashgar has formed three development modes of “intangible cultural heritage + tourism”， “intangible cultural heritage + production”and “intangible cultural heritage + performance”， which have effectively promoted the protection of intangible cultural heritage and resource development. In the new era， Taxian County should attach importance to the ability of non-hereditary inheritor， explore the cultural capital value of intangible cultural heritage， and jointly promote the quasi-poverty alleviation of non-seminal emission， so as to better consolidate the quality of poverty alleviation and prevent the occurrence of the problem of returning to poverty.

非物质文化遗产（以下简称“非遗”）因其民族性、异质性、独有性具有极高的吸引力和开发价值，非遗助力精准脱贫不仅能够实现非遗的传承和保护，还能实现脱贫模式的自我发展转化，造福少数民族群众。2020年是打赢脱贫攻坚战的决胜之年，喀什地区塔什库尔干塔吉克自治县（以下简称“塔县”）作为典型的国家扶贫开发重点县，通过一系列非遗项目实现了精准脱贫。2020年，文化和旅游部、国务院扶贫办印发通知，支持国家级贫困县依托传统手工艺、非遗项目，设立一批非遗扶贫就业工坊，带动民族地区群众增收致富，巩固脱贫的成果。2021年塔县将进一步扩大非遗项目对民族群众的辐射范围，探索多样化的非遗脱贫实践模式，增强非遗项目的可持续性建设，将非遗资源的创新性利用融入乡村振兴、新型城镇化建设等国家战略中，推动民族地区经济的平稳发展。……
