摘 要：为适应军队院校建设与发展需求，必须把培养青年教员学科骨干作为院校发展的重点工程来抓。通过提前谋划，树立新时期人才建设新观念，探索军校青年教员学科骨干的培养策略，形成人才建设新机制，建立健全激励政策，增强用人的活力，有力促进军校青年教员学科骨干的培养、选拔和任用，推动院校早日实现“双一流”建设目标。

Abstract：In order to meet the needs of the construction and development，the training of young teachers must be taken as the key project of the development of Military Academies.By planning ahead of time，setting up new ideas of talent construction in the new era，exploring the training strategy of young mainstays in military academies，forming a new mechanism of talent construction，establishing and improving incentive policies，enhancing the vitality of personnel employment，effectively promoting the training，selection and appointment of young mainstays in Military Academies，and promoting the academies to achieve the goal of"double first class"construction as soon as possible.

随着高新技术的发展及其在军事领域的运用，军事教育越来越成为影响军队综合实力的关键因素。军校教育要想健康快速发展，培养出更多的高素质新型军事人才，就必须引进新思路，采取新措施，将青年教员队伍建设工作，尤其是青年教员学科骨干的培养工作放到首要位置。开展军校青年教员学科骨干的培养策略研究，是全面贯彻新时代军事教育方针的必然要求，是院校“双一流”建设与发展的迫切要求，是培养新型高素质军事人才的现实要求，也是院校青年教员自我成长的客观要求。坚持把培养青年教员学科骨干作为军队院校发展的重点工程来抓，从而为培养新型高素质军事人才奠定坚实基础。

一、军校青年教员学科骨干的界定

关于青年教员，国内还没有比较权威和统一的界定。本文在借鉴已有相关研究成果的基础上，将军校“青年教员”界定为具有军校教师资格，从事教学、科研、管理、实验等工作，年龄……
