摘要 乡村振兴战略，是新时代发展“三农”工作的总纲要。作为贯彻落实该战略的最前沿指挥者、组织者和实施者，乡镇领导干部个人乃至整个群体所具备的“三农”工作知识与能力、所表现出的工作作风、所凸现出的综合素质以及所呈现出的精神风貌等新时代党员领导干部所应具备的各项基本素质和能力，决定着该乡镇乃至于所在县（市、区）乡村振兴战略的顺利实施与稳步推进。

On the Construction of “Agriculture， Rural Areas and Farmers” Work Team Based on the Rural Revitalization Strategy

Abstract The strategy of rural rejuvenation is the general outline of the work of “agriculture， rural areas and farmers” in the new era. As the grass-roots and front-line workers who implement the strategy of rural rejuvenation， the leading cadres and individuals of the township and village have the knowledge， ability， working style， comprehensive qualities， and the basic qualities and abilities that party members and leading cadres in the new era should possess， such as the spirit and appearance， determine the smooth implementation and steady advancement of the rural revitalization strategy of the township and even the county （city， district） where it is located.

习近平总书记在十九大报告中指出，“贯彻新发展理念，建设现代化经济体系”，必须要“实施乡村振兴战略”[1]。2018年1月2日，作为2018年“中央一号文件”的《中共中央、国务院关于实施乡村振兴战略的意见》[2]印发。2018年9月26日，中共中央、国务院印发了《乡村振兴战略规划（2018—2022年）》[3]，并要求各地区各部门结合实际认真贯彻落实。这一系列文件的制定出台，深刻凸显了党中央、国务院对全面实施乡村振兴战略以及顺利实现其战略目标的高度重视和伟大决心。可以说，乡村振兴战略，是新中国成立后指导与发展“三农”工作的集大成者，是“决胜全面建成小康社会、全面建设社会主义现代化强国的重大历史任务，是新时代‘三农工作的总抓手。……
