摘要：公共交通与城市经济活动、文化活动以及群众生活相关，是衡量城市经济发展程度、科学技术水平和城市现代化程度的重要标志。本文从城市社会发展、城市环境、城市经济三个方面，构建公交企业运营的社会效益评价体系，全面评价城市公共交通企业运营的社会效益。公交企业的运营满足居民出行需求、缓解城市日益严重的交通拥堵，引导城市更好的发展并对实现社会和谐的现代公交都市发挥积极作用。

Abstract： Public transportation is related to urban economic activities， cultural activities and people's lives. It is an important indicator to measure the degree of urban economic development， the level of science and technology and the degree of urban modernization. This paper constructs the social benefit evaluation system of public transportation enterprises from three aspects of urban social development， urban environment and urban economy， and comprehensively evaluates the social benefits of urban public transportation enterprises. The operation of public transportation enterprises meets the travel needs of residents， alleviates the increasingly serious traffic congestion in the city， guides the better development of the city， and plays an active role in realizing a harmonious modern public transportation city.

0  引言

公共交通是城市居民出行的主要方式之一，在经济社会发展中起着重要的作用[1]。本文旨在探讨公交系统在社会经济建设与城市发展的贡献和社会效益评价体系的构建。本文结构安排如下：首先是城市公共交通对城市社会效益贡献理论分析，其次是评价体系构架设计，然后是评价指标的分析，最后是结论展望。

1  公交企业社会效益的理论分析

城市公共交通有以下七点特征[2]：第一，公共服務与政府管制;第二，需求的周期性和单向性;第三，需求弹性较小;第四，正外部性;第五，垄断性和竞争性;第六，资本密集性和规模效益;第七，经营主体的二重性。结合上述特征，城市公共交通对城市社会效益的贡献可以归结为以下三个方面：

1.1 公交企业对社会发展的贡献

公共交通是城市的重要基础设施，公交系统线路覆盖面积广，承载力强，在解决城市道路承载能力不足、实现资源的充分利用方面起到重要的作用。……
