摘    要：智慧农业是解决目前我国农业发展中面临的环境恶化、资源约束、效率低下、食品安全等问题的重要措施。本文结合笔者在意大利考察学习的经历，总结了意大利在智慧农业整体规划、技术创新、技术应用、信息服务体系等方面的做法和经验，分析了我国智慧农业发展及与意大利的差距，从落实整体规划、加快技术研发、强化落地应用、营造良好环境方面提出了天津市发展智慧农业的建议，为天津市加快智慧农业发展提供有益启示。

Abstract：  Smart agriculture is an important measure to solve the problems of environmental deterioration， resource constraints， low efficiency and food safety in the agricultural development in China at present. Combining with the experience of the author's study in Italy， this paper summarized the practice and experience of Italy in the overall planning of intelligent agriculture， technological innovation， technology application and information service system. The development of intelligent agriculture in China and the gap between China and Italy was analyzed. The suggestions of Tianjin to develop intelligent agriculture from the aspects of implementing overall planning， speeding up technology research and development， strengthening the application of landing and creating a good environment were presented. It provided useful enlightenment for Tianjin to speed up the development of intelligent agriculture.

在傳统农业向现代农业发展的过程中，农业信息化是转型发展的重要引擎。在信息化的带动下农业产业实现了由电脑农业向数字农业、精确农业再到智慧农业的递进式发展[1-2]。以物联网、大数据和人工智能为代表的新兴技术正引领农业产业向中高端迈进[3]。

意大利在智慧农业与农业信息服务方面具有较好的技术和实践[4];为了学习借鉴发达国家经验，2018年10月，笔者参加了赴意大利考察与交流智慧农业的活动，了解和体会意大利该方面的做法和经验;以此为基础，分析了我国与意大利在智慧方面的差距，提出了天津市发展智慧农业的建议。

1 意大利智慧农业发展

意大利属于典型的地中海气候，平原和河谷较多，丘陵地带占据整个国家面积的60%，十分适合农作物生长。在欧盟成员国中，意大利属于农业大国，意大利的农业总产值占国内生产总值的3.5%，仅次于德国和法国，居欧盟第三位[5]。……
