摘    要：产业技术创新战略联盟作为一种新型的产学研合作创新组织，有利于有效整合资源、形成创新合力，是推动产业技术创新的重要力量。本文在对天津农业产业技术创新战略联盟现状调查的基础上，对联盟存在的问题进行了分析，提出了联盟的发展路径，以期为我国农业产业技术创新战略联盟建设提供一定的理论依据和现实参考。

Abstract： As a new industry-university-research cooperation innovation organization， the industry technology innovation strategic alliance can effectively integrate the resources and form the resultant of forces in innovations， and which has become one of the important force to promote industrial technological innovation.Based on the basis of investigating the present situation of the technology innovation alliance of agricultural industry in Tianjin， this paper analyzed the existing problems of the alliance and put forward the development path of the alliance， in order to provide certain theoretical basis and practical reference for the industry technology innovation strategic alliance constructing in China.

产业技术创新战略联盟是指由企业、大学、科研机构或其他组织机构，以企业的发展需求和各方的共同利益为基础，以提升产业技术创新能力为目标，以具有法律约束力的契约为保障，形成的联合开发、优势互补、利益共享、风险共担的技术创新合作组织[1-2]。作为新型产学研协同创新组织形态，产业技术创新战略联盟已成为实施创新驱动发展战略的重要载体[3]，推进产业转型升级、加快经济发展的重要举措[4]。我国是一个农业大国，农业现代化是当今世界农业发展的必然趋势，农业的出路在现代化，农业现代化关键在科技进步和创新[5]。农业产业技术创新战略联盟（以下简称“农业产业技术联盟”）能将农业产业的上、中、下游资源进行有效衔接[6]，为有效整合农业产业技术创新资源，提高农业产业竞争力提供了一条新路径[7]。本文通过调研，了解不同类型农业产业技术联盟的发展状况，剖析当前联盟发展面临的困境，寻求有效发展路径，以期为农业产业技术联盟的进一步完善和农业经济的转型升级提供有益的借鉴和参考。……
