摘  要：构建现代职教体系，开发高职通识课程，首先必须区别高职教育与中职教育、普高教育三個概念，厘清通识教育和专业教育、素质教育的关系。在高职院校实施人文通识教育既是素质教育重要的构成部分，更是响应教育面向现代化、面向世界、面向未来的诉求，适应全面建设小康社会、建设创新型国家的需要。高职院校人文通识教育课程要结合高职教育目标和各专业特点，在国家规定的必修课程外有针对性地开发。

Abstract： In order to construct a modern vocational education system and develop general education courses， we must first distinguish the three concepts of higher vocational education， secondary vocational education and general higher education， and clarify the relationship between general education， professional education and quality education. The implementation of humanistic general education in higher vocational colleges is not only an important part of quality education， but also a response to the demands of education for modernization， the world and the future， to meet the needs of building a well-off society and innovative country. The general education courses of humanities in higher vocational colleges should be developed in accordance with the objectives of higher vocational education and the characteristics of each major， in addition to the compulsory courses stipulated by the state.

《国家中长期教育改革与发展规划纲要（2010-2020年）》（以下简称《纲要》）指出：到2020年，形成适应经济发展方式转变和产业结构调整要求，体现终身教育理念，中等和高等职业教育协调发展的现代职业教育体系。党的历次大会都提出要加快现代职业教育体系建设，深化产教融合、校企合作，培养高素质劳动者和技能型人才的目标。这为面向未来构建现代职教体系、开发高职通识课程指明了的方向。

一、深刻理解现代职教体系，正确处理若干重要关系

职业教育体系包含学制体系、资格体系、课程体系、管理体系等诸多方面，现代职教体系建设的核心是促进各级各类职业教育的衔接与沟通，促进各种相关要素的相互协调和有机整合。因此现代职教体系必须具有终身性或者终身教育的特点。在传统的教育体系中职业教育往往被视为以就业准备为目的的终结性教育，而用终身教育的观点来看，任何教育都不再是终结性的，职业教育也不应是死胡同。……
