摘  要：文章通过阐述新时代新经济背景下社会产业对工程人才的需求与地方高校工程教育产生的新矛盾，分析当前地方高校内部治理体制存在的问题。提出迫切要求地方高校在新工科建设中要创新性灵活运用马克思主义治理理论，推动地方高校在先进模式、服务地方、产教融合、教学管理、人事分配、二级自主等内部治理体制改革，打破传统体制机制制约，以保障新工科建设取得长期效果。

Abstract： This paper expounds the new contradiction between the demand of social industry for engineering talents and the engineering education in local colleges and universities under the background of new era and new economy. This paper analyzes the problems existing in the current internal governance system of local colleges and universities. In order to guarantee the long-term effect of the construction of new engineering， it is urgent for local colleges and universities to apply the Marxist governance theory creatively and flexibly in the construction of new engineering， promote the reform of internal governance system of local colleges and universities， such as advanced model， service to local areas， integration of production and education， teaching management， personnel distribution， secondary autonomy， and break the restriction of traditional system and mechanism.

新時代高等教育担负着“四个服务”，为党育人、为国育才，培养德智体美劳全面发展的社会主义建设者和接班人的历史使命。这是马克思主义“人的全面发展”教育理念在当代中国的创新发展。高等工程教育占据高等教育的重要地位，推动高等工程教育适应时代需求改革，建设工程教育强国，将有效服务和支撑国家经济转型升级。工程教育改革应满足以新技术、新业态、新模式、新产业为代表的新经济蓬勃发展对工程科技人才提出的新要求，推动建设创新型国家的人才供给侧改革，由此引发了对高等工程教育改革的新思考。2017年2月开始，教育部开启新工科改革，形成“复旦共识”、“天大行动”和“北京指南”等新工科“三部曲”，积极探索高等工程教育的中国模式、中国经验，助推地方院校建设“双一流”、“应用型转变”、“双高计划”等。新工科改革如火如荼，围绕新工科主题召开的各类研讨会1000多场，几百所高校参与改革，经过近三年理论研讨与实践探索，新工科建设已从理论探讨转入制度设计和人才培养实践阶段。……
