Exploration on the Cost Budget and Cost Control of Prefabricated Construction Project

【摘  要】在建筑工程规模和数量持续增加的新市场经济常态下，装配式作为一种现代化建筑类型，由于尚处于初步探索和发展阶段，因此在实际施工作业过程中，造价预算和成本控制的不规范问题屡见不鲜，长此以往对企业可持续发展造成了极为不利的影响。鉴于此，论文主要针对装配式建筑工程造价预算与成本控制问题，提出了相应的优化处理对策，以此为预期经济效益的获得奠定良好基础。

【Abstract】Under the normal condition of new market economy with the continuous increase of construction scale and quantity， as a modern building type， prefabricated type is still in the initial exploration and development stage， so in the actual construction process， there are many problems of nonstandard cost budget and cost control. In the long run， it will have a very negative impact on the sustainable development of enterprises. In view of this， focusing on the cost budget and cost control of prefabricated construction project， the paper puts forward the corresponding optimal countermeasures， so as to lay a good foundation for the expected economic benefits.

1 装配式建筑工程实际造价与初期预算差异问题的基本概述

为贯彻落实国家“可持续发展”的政策方针，基层产业机构和相关主管部门对建筑工程项目类型进行了不断优化和完善，装配式建筑工程由此应运而生。与传统建筑工程项目相比，装配式建筑工程不仅更符合现阶段国家建设工程绿色化施工理念，并在提高工程项目经济效益、保护周遭生态环境等方面也发挥了重要作用，但不可否认的是，由于装配式建筑工程尚处于初步探索阶段，在工程施工过程中实际造价与初期预算差异问题屡见不鲜，长此以往在严重损害施工单位经济效益的同时，对企业整体发展也造成了极为不利的影响，具体差异问题产生原因如下。

1.1 装配式工程构件投入成本高，造价预算方案缺乏系统化

简单来讲，所谓的“装配式建筑工程”是指施工单位在进行施工作业过程中，先将构成工程的组成构件运送到施工现场，而后再借助钢筋混凝土对组成构件进行搭接和浇筑的工程项目[1]。……
