摘 要：党的十九大报告中强调要加强基层党组织建设。大学生党员教育关乎学校基层党组织战斗堡垒作用的发挥。在全面从严治党的要求下，高校基层党务工作者要提高思想意识，拓宽教育路径，切实增强责任与担当，为党组织输送合格的新鲜血液。

Abstract：in the 19th CPC national congress report，it is emphasized to strengthen the construction of grassroots party organizations.College student party members are fresh blood of party organizations.Their value orientation and party discipline determine the future value orientation of China's society.Student party member education relates to the school basic party organization battle fort function play.Under the requirement of strict party governing，the grassroots party workers in colleges and universities should improve their ideological awareness，broaden the education path，strengthen their responsibilities and responsibilities，and bring qualified fresh blood to the party organization.

十九大報告指出，中国特色社会主义进入了新时代，我们党一定要有新气象新作为。党的基层组织建设是确保党的路线方针政策和决策部署贯彻落实的基础。因此，在中国特色社会主义时代背景下，基层党务工作者要提高认识，明确责任和担当，落实全面从严治党，解决基层党组织弱化、虚化、边缘化的问题。

一、切实提高思想意识，不断增强党务工作能力

高校基层党务工作不仅包括发展党员工作，还包括对党员进行思想政治教育工作、党员的管理工作、党的纪律检查工作、党内的监督工作、党的思想政治理论、工作方向等宣传工作。党务工作繁重，压力大。目前高校基层党务工作者基本是兼职，除了干好本职工作外还要承担繁重的党务工作。有一部党务工作者不能正确认识，把党务工作视为累赘和负担，对党务工作缺乏热情，工作上不思进取、敷衍了事。

社会主义进入了新时代，我们党面临的执政环境是复杂的，全面从严治党永远在路上。党的基层组织处在高校工作的第一线，党务工作者更是首当其冲。只有提高思想认识，勤于思考，善于总结，大胆实践，开拓创新，不断提高党务工作水平，才能做好高校党务工作，使党的政策理论路线方针得到贯彻实行，培养好党的干部，为党组织输入新鲜血液。……
