【摘  要】党的十九届四中全会提出了构建基层社会治理新格局的重大部署。构建基层社会治理新格局必须充分发挥党委核心和政府负责双管齐下的作用，充分带动社会团体与人民群众的参与，在科技引领和法治保障下，不断加强和创新社会的基层治理。十九届四中全会已经为新时代社会治理新格局指明了前进方向，各基层组织一定要着眼于现在、立足未来，为基层社会治理贡献应有的力量。

【Abstract】The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China put forward the major deployment of building a new pattern of grassroots social governance. In order to build a new pattern of social governance at the grassroots level， we must give full play to the role of the core of the Party Committee and the government's responsibility， fully drive the participation of social groups and the people， and constantly strengthen and innovate community-level social governance under the guidance of science and technology and the guarantee of the rule of law. The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China has pointed out the way forward for the new pattern of social governance in the new era. All grassroots organizations must focus on the present and base on the future， and contribute their due strength to the grassroots social governance.

1 引言

社会治理的重心在基层，难点在基层。基层是社会治理创新最活跃的地带，也是社会矛盾的前线。公共管理在当今社会中发挥出更显著的作用，是贯彻落实十九届四中全会关于社会治理的部署要求。公共管理下的社会治理应该如何进行加强和创新，推动基层社会治理新格局，主要从五方面下功夫。

2 完善治理体系和治理方式

新中国成立70年以来，我国在各方面建设上取得了历史性成就和历史性變革，在经济建设方面成效尤为显著，但社会建设明显落后于经济建设的发展，社会治理方面滞后突出。因此，必须转变基层社会治理的理念，在治理体系和治理方式上下功夫，不断满足基层群众对社会治理的新要求。

十九届四中全会指出：“健全党组织领导的自治、法治、德治相结合的城乡基层治理体系。”要坚持党委核心作用和基层党组织的领导作用，充分发挥基层自治功能，利用法治作为保障、将德治贯穿始终。……
