摘  要：为保障国家全民健身工程科学有序实施，本文系统分析了国家全民健身战略下群众体育财政投入定义及分类，并对江苏省群众体育财政投入现状进行多角度分析，基于实际现状，运用文献资料法、专家访谈法、德尔菲法，总结出江苏群众体育财政投入特征，群众体育财政投入统筹过程中兼顾公共性与动态性;群众体育财政投入的执行确保有序及多维性;群众体育财政投入的管理注重系统性及效率性;群众体育财政投入是在法律及制度的制约下实现;群众体育财政投入具有维护社会公益性及群众公平享有权利的功能。

Abstract： In order to ensure the scientific and national implementation of the National Fitness Program， the definition and classification of the mass sports investment in the national fitness strategy of the country were systematically analyzed， and the current situation of the financial investment of the mass sports in Jiangsu Province was analyzed from various angles. The literature data method， the expert interview method， and the Delphi method summarize the characteristics of the financial input of Jiangsu mass sports. Specifically： the public sports and financial integration of the masses take into account the publicity and dynamics; the implementation of the mass sports financial input ensures orderly and multi-dimensional; the management of the mass sports financial investment focuses on systemic and efficient; the mass sports financial investment is in the law And the realization of the system; the financial investment of the mass sports has the function of maintaining social welfare and the people's fair enjoyment of rights.

國务院在2014年10月出台《关于加快发展体育产业促进体育消费若干意见》，将全民健身提升为国家发展战略[1]，群众体育财政投入是全民健身战略工程的根基和重要保障。在我国，江苏、广东、上海、北京等地的财政已经投入到群众健身工程中，已走在了全国前列，国家与地方财政共同投入的第一批国家公共体育示范区也已经建立，初现规模。因此各级政府在群众体育财政投入能否与社会改革背景下群众体育需求相适应，能够准备地总结出群众体育财政投入的特征，根据特征来筛选出群众体育财政投入的绩效评价指标，建立完整的评价体系，确保全民健身战略的有序实施，成为体育改革关注重点。……
