摘   要： 叙事政策框架（Narrative Policy Framework， NPF）是在叙事学与公共政策分析日益融合背景下，运用政策叙事分析和解释复杂性公共政策过程的一种全新的政策过程理论。对叙事政策框架的现有研究主要集中在理论批评与回应、理论融合探究、实证案例分析3方面;现有创新性研究方法运用的分布特征可归纳为定量研究方法和定性研究方法;因果理论假设的完善和检验、框架的完善和发展都将是未来NPF研究重点探讨的主题。

Abstract： In the context of the increasingly integrated study between narratology and public policy analysis， Narrative Policy Framework（NPF）is developed as a brand new policy analysis framework by comprehensive application of multi-disciplinary theory knowledge and focusing on policy narrative as the core in public policy process， which is used to analyze and explain intractable and complex public policy processes with policy narratives. This paper teases out NPFs theoretical connotation and the internal relation of the three levels of analysis comprehensively， including the basic theory concepts， the policy individual at the micro level， the policy alliance at the middle level and cultural system environment at the macro level in the three levels of analysis. Then the existing research themes are summarized and analyzed， mainly contents including theoretical criticisms and responses， theoretical integration research， empirical case analysis with sorting out the problems concerned by the existing narrative policy framework research. Innovative research methods used in existing research are also summed up and extracted， which could be summarized as quantitative research method and qualitative research method. Finally on the basis of studying the current situation of NPF， what is needed to be focused on in the future is raised up.

一、導言

在西方学界，政策研究被划分为“政策过程中的知识”和“政策过程的知识”[1][2]。“政策过程中的知识”大体上是通过评价和分析而产生，而“政策过程的知识”主要集中于怎样和为什么制定政策。早期理解政策过程的主要方法包括洛维（Lowi）的拓扑结构和阶段分析法[3]，其中政策阶段分析法颇受关注。然而，越来越多的学者对阶段分析法提出批评，认为这种政策认知方法忽略了政策过程中的因果作用机制。学者们继续探讨更具解释力的政策过程理论，产生了许多新的理论用于解释和分析政策过程，如多源流理论、社会建构理论、间断平衡论、倡导联盟框架、制度分析和发展框架，这些理论在政策研究过程中不断修正和发展，也为解释和分析政策实践提供了多角度、多方位的工具和方法。

一方面，在后工业化社会中，消费者主义和营销策略使得政策实施者更擅长于使用更多的资源和手段将公共政策争议转变为相互竞争的叙事战争。……
