摘   要： OBE教育模式由于其具有良好的培养效果而在行政管理专业逐渐受到重视。具体而言，OBE教学模式需要从制定基于社会需求导向的学习产出体系，构建基于学习产出体系的人才培养方案，打造聚焦应用能力的学习评价体系方面入手。需要强调的是：学习产出体系的制定是OBE教学模式改革的关键，人才培养方案在人才培养中具有重要地位，学习评价体系是教学改革的关键环节，对教师教学和学员学习起到引领和指挥的作用。

Abstract： OBE education mode has been paid more and more attention to in administration specialty because of its good training effect.  For the administration major， the OBE teaching mode needs to start with the formulation of learning output system based on social needs， the formulation of talent training program based on learning output system， and the construction of learning evaluation system focused on application ability. It should be emphasized that the formulation of learning output system is the key to the reform of OBE teaching mode. Talent training program plays an important role in personnel training. Learning evaluation system is the key link of teaching reform and plays a leading and commanding role in teachers teaching and students learning.

OBE教育教學模式因其具有便于操作、教育效果高等特点而受到学界的追捧。在工程教育领域，OBE教育模式已经比较成熟，且得到较为广泛的运用。但在人文社会科学领域，OBE教育教学模式尚未得到广泛应用，抑或说，这种教育模式尚未得到人文社会科学领域教育工作者的认可。不过，从目前OBE教育模式发展的现状来看，一些学校在人文社会科学部分专业的教学中也已经进行了OBE教育模式的探索和实践。目前，韶关学院行政管理专业已经在尝试进行OBE教育模式的改革尝试。笔者以韶关学院行政管理专业为例，尝试探索行政管理专业进行OBE教育教学模式改革存在的问题和改进的路径。

一、文献述评与研究框架

目前学界关于OBE的研究主要集中在OBE人才培养体系的特点、基于OBE的人才评价体系研究、基于OBE的应用能力研究、基于OBE的课程体系改革研究以及基于学习产出的教学模式研究等几个方面。……
