摘   要： 合理有效的发展政策不仅能够促进风电产业的健康可持续发展，而且能够缓解现有的能源危机和环境污染问题。构建风电项目的经济性评价模型和反事实情景设计，以福建省某典型风电项目为案例，比较不同的政策情景下风电发展情况，发现风电利用小时数和上网电价的政策对项目财务内部收益率（FIRR）的影响较大，风电成本变化对项目财务内部收益率的影响相对较小。由此可以针对我国风电产业发展提出相关的政策建议。

Abstract： Well-designed and effective development policies can not only promote the healthy and sustainable development of the wind power industry， but also alleviate the existing energy crisis and environmental pollution problems. Therefore， this paper， through the designing of economic assessment models and counterfactual scenarios， takes a typical wind power project in Fujian and compares the development of wind power under different policy scenarios. It finds that the wind power utilization hours and on-grid tariffs have a greater impact on the projects financial internal rate of return （FIRR）， while the impact of wind power cost changes on the projects financial internal rate of return is relatively small; Based on the findings the study provides relevant policy recommendations for the development of Chinas wind power industry.

一、引言

能源涉及人类基本的物质需求，关系着全人类的和平稳定发展。随着城市化进程的加速和工业技术的发展，能源供给出现严重的供需危机，煤炭、石油等化石燃料的燃烧也给自然环境带来严重的问题。步入21世纪，人口的进一步扩张，能源危机和环境污染问题日益严峻，供需矛盾和资源环境的制约成为阻碍人类发展的严峻考验。近年来，风电、光伏等新能源作为环保绿色的能源供给方式受到越来越多的关注，新能源作为解决能源危机与环境污染的重要举措，成为当前全球发展的重要课题。以燃煤發电为主的能源结构给我国带来巨大的污染问题，且我国人口众多，人均资源占有量远低于世界平均水平，伴随着我国国际地位的提升，将承担着越来越重的环保责任[1]20-21。因此，发展以风电、光伏等为代表的新能源，改善我国能源结构，确保经济社会的和谐问题发展，成为我国当前能源战略的重要任务。……
