【摘 要】论文介绍了国内外新化学物质管理和EHS管理的发展，并分析两者之间的关联性，阐述了我国新化学物质申报工作对企业EHS管理的重要意义。从实际国情出发，提出新化学物质申报需要引起足够重视并借鉴国外成熟的经验。论文从新化学物质申报对企业EHS管理重要性的角度出发，就如何推动我国新化学物质申报工作提出了建议。

【Abstract】The paper introduces the development of new chemical substance management and EHS management at home and abroad， and analyzes the relationship between them. It also expounds the important significance of new chemical substance declaration to enterprise EHS management in China. Starting from the actual national conditions， it is proposed that the declaration of new chemical substances should be paid enough attention to and refer to the mature experience of foreign countries. From the point of view of the importance of the declaration of new chemical substances to enterprise EHS management， the paper puts forward some suggestions on how to promote the declaration of new chemical substances in China.

1 引言

生态环境部办公厅函环办固体函[2019]18号文件中：关于公开征求《化学物质环境风险评估与管控条例（征求意见稿）》意见的通知对评估和管控化学物质环境风险，保护环境安全，保障公众健康，促进经济高质量发展提出了新的要求。我国自《新化学物质环境管理办法》和《新化学物质申报登记指南》的实施以来，国内新化学物质的管理法规逐步健全，管理愈加规范，国内企业认知度也越来越高。但现实情况是，由于一些企业合规意识不够重视，认为申报时间和费用成本太高，仍有部分企业不重视新化学物质申报，对应该申报的化学物质没有进行申报，存在违规生产、销售的情况。这种不申报违规行为，会给企业带来较大风险和部分经济损失，特别是近些年来，很多国家设置了部分法规要求，导致一些化学品外贸型企业因为没有做新化学物质登记注册，丧失了将产品销售到发达国家的机会，只能销售到南美、东南亚和非洲等法规监管相对薄弱的国家。……
