摘要：农业特色小镇将成为缩小城乡差距、推动农业供给侧结构性改革、助推乡村振兴战略的重要把手。通过对农业特色小镇内涵和类型的分析，探讨农业特色小镇所具有的社会经济价值，深入分析地方在推进农业特色小镇建设过程中遇到的问题，并提出相应的解决对策，从而促进小镇的健康发展。

High Quality Promotion of Agricultural Characteristic Town Construction

Abstract： Agricultural characteristic towns will become an important handle to narrow the gap between urban and rural areas，promote structural reform of agricultural supply side and boost Rural Revitalization Strategy. Through the analysis of the connotation and types of agricultural characteristic towns，this paper discusses the social and economic value of the small towns with agricultural characteristics，analyzes the encountered problems in the process of promoting the construction of agricultural characteristic towns，and points out the corresponding solutions so as to promote the healthy development of small towns.

2016年7月，住建部、國家发改委、财政部联合下发《关于开展特色小镇培育工作的通知》，要求通过培育现代农业等特色鲜明的产业形态，建设特色小镇，推动新型城镇化和新农村建设。2016年12月国务院下发的《关于进一步促进农产品加工业发展的意见》中指出，要求加快建设农产品加工特色小镇，实现产城融合发展。2017年中共中央一号文件提出，围绕有基础、有特色、有潜力的产业，建设一批“三位一体”（农业、文化、旅游一体化发展），“三生同步”（生产、生活、生态同步改善），“三产融合”（一、二、三产业深度融合）的特色村镇。2018年中央一号文件以“乡村振兴战略”为主题，按照产业兴旺、生态宜居、乡风文明、治理有效、生活富裕的总要求，推进城乡融合发展体制，建设社会主义新农村。在住建部公布的第一批、第二批特色小镇名单里，农业服务型小镇分别占比12%和13%，可见相关政策的陆续出台，推动了建设农业特色小镇的热情。
