摘要：随着农村深化改革进程的推进和乡村振兴战略的部署，农村社会保障体系的构建成为目前农村工作的重要任务之一。从土地功能视角探索农村社会保障体系构建问题，对土地保障功能、土地经济功能及农村社会保障体系进行概念界定和关系分析，提出在土地功能转变的趋势下，农村社会保障体系构建可选的路径和应注意的问题。

Construction of Rural Social Security System From the Perspective of Land Funciton

Abstract： With the deepening of the reform process in rural areas and the deployment of Rural Revitalization Strategy， the construction of the rural social security system has become one of the important tasks in the rural work. The construction of the rural social security system from the perspective of land function are explored， the concept of land security function， land economic function and rural social security system are defined， and the relationship between the rural social security system and the rural social security system are analysed， and the alternative path and the problems to be paid attention to in the rural social security system under the trend of land function transformation are proposed.

中国农村社会保障制度建设起步晚，阻力多，造成了当前农村地区社会保障体系的不健全。随着农村土地改革的深入和乡村振兴战略的实施，农村土地价值逐步显现，土地功能局限在保障层面已不符合时代发展趋势，也违背了社会公平，侵损了农民利益。亟需以制度化的保障体系替代自发性的土地保障，为土地经济功能的发挥提供空间。与此同时，中国全面深化改革及其顶层设计，正是推进中国社会保障制度走向成熟，定型所必须的环境条件[1]。构建农村社会保障体系也迎来了时代的契机。本研究从土地功能视角探索农村社会保障体系构建问题，对土地保障功能、土地经济功能及农村社会保障体系进行概念界定和关系分析，提出在土地功能转变的趋势下，农村社会保障体系构建可选的路径和应注意的问题，以期为这方面研究提供参考。
